LISC LA is one of 38 offices of the Local Initiatives Support Corporation (LISC), a national non-profit organization and community development financial institution (CDFI) supporting cities and rural areas throughout the country, working with local leaders to tackle basic needs and ensure progress in one community is not undermined by neglect in another. LISC's mission is to create resilient and inclusive communities across America through partnerships with residents and organizations. We strive to make a positive and lasting impact on the communities we serve by investing in housing, health, education, public safety, and employment.
FROM THE DESK OF NICOLE WILLIAMS
In February, I became LISC LA’s Executive Director. It is an honor to lead an extraordinary organization that is committed to catalyzing opportunity in historically underserved communities in Los Angeles.
While I am new to this role, my history with the organization goes back much further. In 2022, I joined LISC LA’s Local Advisory Committee to be amongst talented thought leaders in community development who want to have an outsized impact in LA. In 2020 and 2021, I had the pleasure of working with LISC national as their Senior Bank Relationship Manager and I led my former institution’s participation in the Entrepreneurs of Color Loan Fund, managed by LISC Fund Management. Through all these experiences, I have come to respect and admire the LISC mission and team.
The issues before our region are significant - particularly the dearth of affordable housing, an equitable economy, and widespread homelessness. While the COVID-19 pandemic might seem like it’s in our rearview mirror, many of the communities in which LISC LA works are still facing a long road to recovery. The work that LISC LA is doing to address these challenges is critical to building a more equitable and just society.
I deeply believe in the power of community-based solutions, and the importance of building strong partnerships across sectors to achieve meaningful change. LISC LA is uniquely positioned to serve as a convener and catalyst for these partnerships, and I am excited to work with our partners to advance our shared goals.
It is my pleasure to share LISC LA’s 2022 Annual Report. Please read on to learn about all our accomplishments last year, thanks to our funders, stakeholders, partners, and community!
Sincerely,
Nicole Williams Executive Director, LISC Los Angeles

PROGRAM HIGHLIGHT
Housing Development Training Institute (HDTI)
LISC offices in California welcomed a new cohort of 50 participants to the Housing Development Training Institute (HDTI), a year-long program that provides intensive skill training and support for community-based nonprofit development staff to become leaders in the affordable housing industry. The program aims to increase the development capacity of these organizations and the supply of affordable housing, with a focus on increasing equity, diversity, and inclusion within the industry. Graduates of the program gain a network of affordable housing professionals to provide peer support throughout their careers. HDTI has prepared over 500 graduates representing 100 community development organizations in the past 35 years. This year’s program was made possible through the generosity of Merritt Community Capital Corporation.
Students have reported the following development work in 2022 :

PROGRAM HIGHLIGHT
Asset Building for Communities of Color (ABC)
LISC LA launched Asset Building for Communities of Color with a $20 million donation from Wells Fargo. The program invests directly in diverse businesses and startups in LA County, providing flexible capital and technical assistance that is often inaccessible and yet crucial to grow, scale, create jobs, and fuel wealth creation.
ABC offers several financial products, including Growth Capital, Property Acquisition Assistance, Microloans and Cash Grants. LISC LA partners with other organizations and expert technical assistance providers to offer tailored, in-language support, ensuring that diverse small businesses have the necessary tools to succeed at every stage of business growth.
Last year, we were thrilled to announce the recipients of $50K - $250K in Growth Capital to buy equipment, inventory, technology, and leasehold improvements in order to grow their businesses. One woman, Latinx-owned business also received $159K in Acquisition Assistance for a down payment to purchase her own space in South LA.

PROGRAM HIGHLIGHT
ATI Incubation Academy
LISC LA continued its work to support local communities impacted by mass incarceration. As a key partner in the Los Angeles County’s “care first, jails last” vision, LISC LA supports a reimagining of the justice system through the implementation and expansion of diversion programs and by supporting community organizations through the ATI Incubation Academy.
Designed and implemented by LISC LA and LISC's Safety & Justice team, the Incubation Academy provides training and technical assistance to small, grassroots organizations that have historically been performing community-based services but have faced challenges obtaining government contracts and funding.
The year-long academy begins with 10 modules over the course of 15 weeks, and focuses on organizational assessment, best practices in serving specialized populations, and contracting, as well as personal capacity-mapping and mentorship from established providers.
