2025 MARKED AN IMPORTANT MILESTONE for LISC Virginia as we celebrated the 35th anniversary of our Central Virginia office. While this moment allowed us to reflect on decades of comprehensive community development, it also underscored a powerful truth: our work is just beginning.
This year brought exciting growth and momentum. We expanded into the Hampton Roads region, completed a new strategic plan with guidance from our Local Advisory Committee, and continued to work alongside nonprofit partners, local governments, and residents to advance economic opportunity. Our 35 Years of Impact celebration in November honored the partnerships that have shaped our journey while setting our vision for the future. With a new statewide footprint, LISC Virginia is ready to deepen and expand our impact across the Commonwealth.
Through our integrated work in housing, economic development, wealth building, and capacity building, we remain committed to ensuring Virginia’s neighborhoods are great places to live, work, do business, and raise families. Over the next three years, we will build on our 2025 momentum to expand homeownership access, strengthen small business ecosystems, support economic mobility, and increase access to capital in communities that need it most. Just as the James River has long linked Richmond and Hampton Roads, LISC VA’s expanded footprint continues that tradition of connection through our comprehensive community development strategies between these two key regions.

Building Wealth for Families Throughout the Commonwealth through our Financial Opportunity Center® (FOC) Network
IN 2025, LISC VIRGINIA STRENGTHENED ITS COMMITMENT to advancing economic mobility by expanding our Financial Opportunity Center® (FOC) network to six partners operating across seven sites in Richmond, Petersburg, Hampton Roads, and Charlottesville. This year, we proudly welcomed The Center for Working Families as our newest FOC partner!
Our FOC network continued to deliver measurable, life‑changing results for residents. A total of 629 individuals accessed bundled financial coaching, employment services, and income supports. 210 participants improved their credit scores, marking a three‑year high and demonstrating the power of consistent financial guidance. 177 residents increased their net income to strengthen their long‑term financial resilience.
These achievements are made possible by the dedication of our exceptional FOC partners: HumanKind, Piedmont Housing Alliance, Southside Community Development and Housing Corporation, Center for Working Families, ForKids, and the Neighborhood Resource Center. Their commitment continues to transform financial futures and strengthen communities across Virginia.

Tackling a Hidden Barrier to Wealth through the Richmond Heirs’ Property Network
THE RICHMOND HEIRS' PROPERTY NETWORK (RHPN), led by LISC Virginia and HD Advisors, was honored as the 2025 Program of the Year at the Virginia Governor’s Housing Conference. RHPN is a no-cost program serving the Richmond to Petersburg region to help our community members decide their own legacy and get clear title to their homes. We are a network of legal services providers helping those who qualify earn the full, legal rights of homeownership.
The Richmond Heirs’ Property Network is a program that connects attorneys with residents facing heirs’ property issues. Recently, RHPN partnered with the Central Virginia Legal Aid Society to hire a full-time attorney dedicated to heirs’ property legal resolution services.
As of the end of 2025, RHPN has served 158 clients for heirs’ property prevention services and 45 clients for heirs’ property resolution services. LISC Virginia is committed to working with local partners to help families preserve homeownership and generational wealth.
Supporting Emerging Developers through HDTI
THE HOUSING DEVELOPER TRAINING INSTITUTE (HDTI) is a week-long intensive training and networking opportunity for local emerging real estate developers who have an authentic connection to the communities they seek to transform. LISC launched HDTI in 2024 to address an educational need for a comprehensive housing development program.
In 2025, our HDTI graduated 24 emerging affordable housing developers, each completing a team-based capstone project addressing community-identified housing needs. Our five full-day sessions walk participants through the entire development process—from predevelopment and financing to construction management and long-term sustainability. Each day, the cohort took on two modules, with guest speakers for each module. At the conclusion of the program, participants presented their capstone projects to a panel of local affordable housing experts, who provided feedback and encouragement to our emerging developers!
Alongside our program partners and sponsors — Virginia Housing, the City of Richmond, and Freddie Mac — we are supporting the work of aspiring developers who are dedicated to making significant strides in tackling housing supply challenges.

Partnering with Sentara to Invest in the Hampton Roads Region

IN 2025, LISC VIRGINIA DEEPENED ITS COMMITMENT to the Hampton Roads region through the deployment of $435,000 in strategic funding from Sentara. These investments advanced housing stability, small business growth, workforce development, youth engagement, and overall community resilience.
Youth and family initiatives expanded access to affordable childcare, financial literacy programming, mental health supports, and arts education for low-income households. Our small business development grants provided technical advising, expert-led workshops, and hands-on support to nearly 200 entrepreneurs. To promote housing stability, LISC Virginia and Sentara’s investment strengthened holistic job coaching and expanded case management services for individuals experiencing homelessness.
Workforce development funding supported culinary training programs for low-income adults, helping participants overcome barriers such as childcare and transportation. We are proud to stand alongside the organizations and businesses that received this investment and continue to drive meaningful impact across the region.
