MESSAGE FROM LEADERSHIP
2023 WAS A PRETTY SPECIAL YEAR. So many forces came together to bring a new energy and unprecedented funding to our work. Federal ARPA dollars flowed into neighborhoods in the form of technical assistance for small businesses and food access. Pilot programs like the Vacant Lot Acquisition Fund and Healthy Bridges to Careers in Tech were created to address community needs. Local funders doubled down on investments for economic and workforce development. It was a “comeback year” for our communities after the prolonged challenges of the pandemic.
On a national scale, the LISC family of programs and affiliates deployed $2.4 billion to bridge gaps in health, wealth, and opportunity across the country last year. We financed more than 18,275 affordable homes and nearly 1.2 million square feet of commercial, educational, and community space, along with jobs and local services for tens of thousands of people.
The way we design the strategies behind those numbers is also important. We draw on data, decades of experience and, crucially, the voices of communities themselves to identify how, where, and why gaps persist and what approaches work best to address them.
In Indianapolis, LISC invested more than $10 million in local neighborhoods. We provided nearly $2.2M in loan financing and $6.9M in program grants. LISC Indianapolis staff assisted 40 community-based organizations in a combined effort to build and transform 306,538 square feet of commercial space.

Small Business & Economic Development
Small Business Façade and Property Improvement Program provides grants to property and small business owners to improve the exterior of their buildings and storefronts to attract new customers and beautify the area.
- 2023 Impact: 21 project grants; 90% of recipients were minority and women-owned enterprises, improving 306,538 of total building square footage.
Real Estate Assistance Fund for Black-Owned Businesses offers grants up to $40,000 for loan closing costs for Black businesses in Indianapolis that are seeking to purchase commercial property or retain their commercial property through capital improvements.
- 2023 Impact: Eight businesses closed on loans to purchase property and received a total of $305,000 in down payment grants, with a $4.2M leveraged impact.
Latino Business Support Network promotes growth in the Latino business ecosystem by fostering collaboration among partners, mapping existing resources, and providing marketing support for Latino nonprofit Business Development Organizations working in this space.
- 2023 Impact: Launched Latino Business Support Network website; hosted launch event; provided support to spotlight initiative at three major events; provided support to create two new programs to serve Latino entrepreneurs and small business owners; and referred 60 business to services provided by the Network.
Indianapolis CDFI Collaborative is a partnership of community development financial institutions that focus on commercial or small business lending to minority, female, veteran, and reentry-owned businesses.
- 2023 Impact: Provided funding to the Indy Chamber’s Business Opportunity Initiative and Bankable to create new lending products and provide credit repair support services, resulting in nine 0% interest loans to minority borrowers; partnered with Bankable to provide credit builder and credit repair loans to support 39 Black-owned businesses.
Verizon Small Business Digital Ready is an online curriculum designed to give small businesses the personalized tools to succeed in today's digital world, including learning modules, expert coaching, peer networking, grant opportunities and more.
- 2023 Impact: 1,403 entrepreneurs reached; six events hosted; two $10,000 grantees in Indianapolis market.
The Microenterprise Navigator Program provides technical assistance and training to business owners who are at or below 80% of the Area Median Income. These services specifically prioritize communities and microenterprises that have historically faced barriers to resources and business services.
- 2023 Impact: LISC expanded the program to include four community-serving sites (Martindale Brightwood Community Development Corporation, Indy Black Chamber of Commerce, Southeast Neighborhood Development (SEND), and Crooked Creek Community Development Corporation) to serve a total of 120 microenterprises.
LISC Indianapolis provides Capacity Building for Entrepreneurial Support & BDOs that focuses on key components of non-profit development including executive coaching; digital transformation training; and organizational development in core areas like board governance, financial management, funds development and human resources.
- 2023 Impact: Five BDOs served with the first round of capacity building support, increasing their ability to fundraise and improving operational performance through accounting systems and financial management.
Far Eastside Economic Inclusion Agenda: Through its partnership with Community Alliance of the Far Eastside (CAFE), LISC Indianapolis is implementing strategies identified on the Far Eastside Economic Inclusion Agenda.
- 2023 Impact: LISC provided barrier-busting transportation funds to support Far Eastside residents; 100+ residents connected to employers through job fairs and training programs; 18 employers engaged in the Employer Engagement Taskforce and/or Employer Roundtable.
Health Equity
Equitable Food Access Initiative is a community-based planning and implementation process that convenes residents, community leaders, subject matter experts, and civic organizations to develop a vision of equitable food access for Indianapolis to address longstanding challenges related to food access, economic mobility, and health equity.
- 2023 Impact: Awarded $1.1M in grant funding to nine food-related community organizations in the Northeast Corridor; deployed funds to eleven food-related community-based organizations; and continued to provide leadership as a convener of numerous diverse stakeholders involved in food systems work across the city to reduce silos and enhance collaboration.
Vacant Lot Acquisition Fund for Minority Urban Farmers is a pilot program that is funding two CDCs with acquiring vacant lots in their area and leasing to urban farmers using a rent-to-own arrangement. The CDCs, in partnership with tenant, complete any zoning/permit requirements, site remediation, water access, and other preparations needed to grow food on the land.
- 2023 Impact: Provided funds to SEND and Midtown Indy to participate in this pilot initiative.
The NFL Foundation Grassroots Program provides non-profit, neighborhood-based organizations with financial and technical assistance to improve the quality, safety and accessibility of local football fields.
- 2023 Impact: In partnership with the NFL Foundation and Indianapolis Colts, LISC awarded its 12th NFL Grassroots grant to Crispus Attucks High School to install a synthetic turf field to provide a safe, accessible place for students and families to play.
Financial Sustainability
Bridges to Career Opportunities is a LISC model that helps adults who are unemployed and underemployed train for, land, and advance in jobs in local growth industries by helping them overcome the roadblocks to success.
- 2023 Impact: Surpassed the Bridges Network’s annual goals with 500+ participants enrolling in a Bridges education/training program, 378 participants completing a Bridges education/training program, and 150 participants placed in a job with an average starting wage of $19.45/hour; hosted the Network’s inaugural Building Bridges Awards Ceremony; coordinated eight professional development trainings for local Bridges staff; hosted the 2023 Financial Opportunity Center® (FOC) National Convening welcoming 300+ LISC local and national staff, Bridges and FOC staff, partners, and funders to Indianapolis.
Healthy Bridges to Careers in Tech integrates behavioral health supports with technology-oriented training and career pathways for the Black community by providing wraparound services for Bridges participants in tech-focused career pathways.
- 2023 Impact: Enrolled 20 participants in a tech-intensive skills training program; placed four training completers into full-time, tech-intensive jobs earning a starting average wage of $30/hour; supported the purchase of 10 professional-grade DJI drones and laptops for students in tech training.
LISC AmeriCorps is a national service program that allows members to serve with organizations to spearhead valuable projects, engage local residents in the revitalization of their neighborhoods, and develop skills, experience, and insights into the community development field.
- 2023 Impact: Hosted five, full-time AmeriCorps members across three Bridges sites.
Affordable Housing
The Emerging Developer Growth Initiative is a collaboration to expand opportunity for Black developers through the creation of new affordable housing on Indianapolis’ vacant lot inventory, using a combination of missing middle housing concepts, coordinated subsidy, design/zoning supports and financing.

Place-Based Community Development
LISC remains committed to place-based community development, with a belief, congruent with our mission, that for community development to be equitable it must be informed and driven by local actors in tune with their neighborhood. Accordingly, LISC continues to prioritize investments in neighborhoods where engaged stakeholders help shape the agenda and fuel the implementation.
Quality-of-Life plans are visions for a community's future created and owned by the community and have served as a guide for investments and actions.
Cultivating Communities seeks to partner with and empower communities of faith to lead economic mobility efforts in their neighborhoods.
Great Places is a visionary community development project created to transform strategic places in Marion County neighborhoods into dynamic centers of culture, commerce and community.
- 2023 Impact: LISC is planning for the next phase of placemaking efforts with a framework that advances activities within four pillars: investment, community of practice, organizational development, and operating support. Since 2005, Quality-of-Life and Great Places efforts have resulted in $266M in investments reported by co-investors, LISC and neighborhood partners. Plans achieved 67% of their stated goals and objectives.
Love Thy Neighborhood Awards
Recognizing community game changers in the Indy region, the LISC Indianapolis LOVE Thy Neighborhood Awards celebrate the people and places that have made outstanding progress in impacting livability, opportunity, vitality and education in their neighborhoods. We once again partnered with WISH-TV to produce and broadcast the 60-minute on-air special that celebrates and tells the important stories of our 12 finalists.
