MESSAGE FROM LEADERSHIP
Alongside our community of partners and stakeholders, LISC Greater Cincinnati created a new strategic plan to guide us through 2028. This plan builds on our mission: with residents and partners, we help forge resilient and inclusive communities of opportunity across America – great places to live, work, visit, do business and raise families.
LISC Greater Cincinnati invests in locally driven priorities and place-based organizations to drive shared prosperity for our region and its residents. We prioritize asset-based, cross-cutting solutions to address the interconnected challenges our communities face.
How do we do it? Some highlights from 2023 include:
- Invest: We proudly provided more than $10 million in loan financing, with a total investment of $11,478,295 million including grants and capital. This lending activity includes support of critical developments like The Model Group’s $28.4 million Findlay Parkside project, bringing new apartments and commercial space to 12 historic buildings on Vine Street.
- Connect: Through the Housing Our Future webinar series, over 550 participants engaged in a variety of timely topics including mixed-income housing, state and local housing policy, and critical updates to the Roadmap for Increasing Black Homeownership.
- Innovate: We are building a suite of products designed to preserve homeownership in Hamiton County, specifically oriented to support low- and moderate-income households. These products are set to launch in 2024.
Our audacious goal is to invest more than $25 million in loans, grants, and technical assistance, leveraging more than $75 million to increase affordable housing, improve economic conditions, provide small business development, and support community capacity building over the next five years.

LISC In Action: Impact Tour
In September 2023, the LISC Greater Cincinnati staff, Local Advisory Committee members, and stakeholders took a bus tour highlighting LISC’s impact in in Greater Cincinnati. Making several stops along the way, the tour highlighted how LISC pairs its lending tools with capacity building and support of place-based community development organizations to create transformative impact.
Our first stop was Price Hill to visit the ARCO Events Center which received a $1.03M LISC bridge loan and the Warsaw Avenue Creative Campus an investment of $615K in acquisition loans and a $1.04M construction loan to Price Hill Will, the Community Development Corporation for the three Price Hill neighborhoods.
The next stop was The Barrister , the first mixed-use affordable housing project in Downtown Cincinnati in over 20 years, developed by Urban Sites, Over-the-Rhine Community Housing, and Cincinnati Center City Development Corporation. This adaptive use project brought 44 units of affordable housing to Cincinnati’s Central Business District. LISC provided $345,000 in predevelopment and $2.99 million in acquisition loans.
Our final stop was Paramount Launch in Walnut Hills, a project developed by The Model Group and Walnut Hills Redevelopment Foundation revitalizing the site of several vacant buildings in the Walnut Hills business district into space for local non-profits and mixed income rentals. LISC provided a $2.59 million construction loan to make it a reality.

Creative Investments for Community Building in Price Hill
The Warsaw Avenue Creative Campus (WACC) is a mixed-use revitalization project of Price Hill Will. This project includes the renovation of 8 historic buildings creating 13 affordable apartments, 6 commercial storefronts, and renovation of the historic Price Hill firehouse: home of the MYCincinnati Youth Orchestra. WACC also connects the ARCO Events Center, another LISC funded project, with the Warsaw Avenue Business District and other community amenities such as the library, recreation center, and Dempsey Park.
The vision for WACC was to create an environment where youth and families could learn and grow within their community via arts and creative pursuits. The idea for WACC was out of the box and somewhat risky, however when Rachel Hastings, Price Hill Will Executive Director, brought the idea to LISC we were excited to invest. Overall, LISC invested $1.65M in acquisition and construction loans directly to this project, in addition to HUD Section 4 Grants and Place Matters placemaking grants to build the capacity of Price Hill Will to accomplish this monumental project.

Supporting Financial Wellness and Wealth Creation
LISC's Financial Opportunity Center® (FOC) sites strengthen economic stability by building integrated systems that community members can use to start a new career, boost earnings, build credit, reduce expenses, and make sound financial decisions that grow assets. FOCs generate progress by offering people:
Career Training & Employment Opportunities These enable workers to secure new and higher-paying employment—jobs that meet monthly living expenses and open the door to advancement.
Financial Health Services LISC’s FOC partners offer one-on-one financial coaching, and access to low-cost, safe financial products. Coaches partner with people to set financial goals and take actionable steps to achieve them.
Household Income Supports FOC staff connect people with stabilizing income supports such as food and childcare assistance, affordable health insurance and more to help them stay on target towards career goals.
LISC Greater Cincinnati’s three Financial Opportunity Center® (FOC) sites, Brighton Center, Santa Maria Community Services, and the Urban League of Greater Southwestern Ohio, supported community members access good jobs, increase income, and build wealth to close the racial health, wealth, and opportunity gaps. In 2023, FOCs served more than 450 clients, including 189 clients who received services for the first time.
Using an integrated service model that includes financial coaching, employment coaching, and income supports, FOCs achieved the following:
- Increased net monthly income by an average of $1,240
- Increased net worth by an average of $18,400
- Increased short-term savings by an average of $5,200
- Increased their credit score by an average of 50 points
