LISC helps make quality, affordable housing available to low-income and vulnerable residents in underserved communities. By investing in, developing and preserving all kinds of affordable housing, LISC helps people keep their homes and reinvigorate communities where foreclosure has created a downward spiral.

LISC launched HDTI over 30 years ago to respond to the lack of affordable housing training needed for project managers to succeed in the field – and now it has grown to produce hundreds of graduates from over 100 community development organizations who are changing the affordable housing landscape throughout the state of California.

Emergency Rental Assistance Program
LISC LA was selected by the State of California to bring together ground-level partnerships throughout California communities and tribal territories to assist the state as it implemented the Emergency Rental Assistance Program. Created by the COVID-19 Tenant Relief Act, the California Emergency Rental Assistance Program outlined eviction protections and was signed into law by Governor Gavin Newsom on January 29, 2021.
The network covered the entire geography of the State of California, and was selected to minimize travel time for those households at risk of eviction. According to an estimate produced by Urban Footprint, 98% of the estimated population at risk of eviction fell within 25 miles of a Local Partner Network organization. Local Partner Network organizations conducted 33,885 of 67,333 appointments in 2021 remotely, leveraging videoconferencing technology and cell phone service whenever it best met client needs.
